It uses scons for building c_lib (which doesn't take a long time
anyway). It uses setup.py, neither make nor scons, for building the
Sage library. You can do
MAKE="make -j64 -l32" ./sage -b
which would use 32 threads. See #12016 (merged in sage-4.8.alpha).
