[sage-devel] on reference manual pages for code which depends on optional packages

in the case of a mixed integer linear program (MILP), there are some solver backends which do not appear in the html doc.

i think that it is convenient to show that too, but are there any objections?

notice that in src/doc/../numerical/index.rst this doc is commented out:

.. backends depending on optional packages
..   sage/numerical/backends/coin_backend
..   sage/numerical/backends/cplex_backend
..   sage/numerical/backends/gurobi_backend

on a separate note, i would suggest to have the instructions for installing them in their respective classes (currently, these instructions can only be found in the LP thematic tutorial).
